Issue

   Gambling is a problem worldwide where people may lose a large amount of money that may ruin their lives. In some cases, where the gambling is excessive, people may even lose their homes, lifetime savings, etc., which should be prevented if possible.

Solution

   Consider a federal mandate that establishes a maximum limit on the amount that may be gambled within a year. Similar to a credit card limit that restricts purchases, the same can apply to gambling as well. The card limit should apply to all types of gambling, from casinos to horse racing to online sports betting.

   People who wish to gamble will need to first request a gambling permission card from the Department of Commerce. The maximum amount allowed on the card will be limited to the percent of income and/or savings of the applicant. Voters will determine the ratio that is allowed per year (e.g., 5% gross income, or 2% total savings, etc.).

   The card limit applies to the total amount that may be gambled in the entire year (regardless of any wins/losses). So, those with an excessive gambling problem, it will be important to pace themselves throughout the year, or they will need to wait until the following year for the card's balance to reset.

   So, by establishing a gamble restriction card system, those who wish to gamble may do so safely without the risk of ruining their lives in the process.
